The purpose of this study to develop a scale regarding the willingness of those who learn Turkish as a foreign language to communicate. The working group of this research is consisted of 304 foreign students that are enrolled in five selected public universities in Turkey. To ensure the validity of the obtained data, factor analysis is conducted. Following the factor analysis, a structure, which explains 57.72 % of the total variance of the scale, with six factors named as “self-esteem, happiness, determination, motivation, willingness to improve, and willingness to communicate” is identified. Cronbach alpha reliability coefficients, which are calculated for determining the reliability of the scale, are respectively found as 0.77, 0.73, 0.84, 0.73, 0.72, and 0.74 based on sub-factors.
