Abstract


SOIL REFORM ATTEMPTS AND THE OPPOSITION TO THE FARMER GROUNDING LAW BETWEEN 1923-1950
The issue of peasant lands in Turkey, has been on the agenda of the parliament on various occasions until 1945, when the Land Law was adopted. However, this issue has not been addressed directly. t has been evaluated within the scope of the work done in the settlement area. The studies in this field until 1945 are as follows. The adoption of the Settlement Law No. 885 dated 31 May 1926, the 1927 census and Mustafa Kemal Atatürk emphasized the necessity of Land Distribution in his opening speech in 1928, following this speech, the "Land Allocation Law" was issued in 1930 to regulate the distribution of state lands to farmers. Although these regulations made between 1923 and 1930 did not yield any results, it ensured that the issue remained on the agenda of the public and the necessity of a radical regulation in this field was understood. As a matter of fact, the Settlement Law, which was arranged by the parliament on June 14, 1934, was brought to the agenda in 1937, with the Constitutional regulation on expropriation in Article 74 of the Constitution, in the speeches of Mustafa Kemal Atatürk in 1936 and İsmet İnönü in the opening of the parliament in 1937. However, after this date with the start of the 2nd World War, the issue of land distribution did not come to the fore much. With the end of the war, this issue quickly came to the agenda of the parliament. Farmers and Farmers soil Distribution Centers Draft Law” prepared by Agriculture Ministry and then the prime minister Sukru Saracoglu submitted it with a cover letter to the National Assembly chairman in January 17, 1945. With this bill, the land issue came directly to the agenda of the parliament for the first time.
